      Camp Phoenix is made possible largely through the efforts and dedication of its staff, virtually all of whom are youth volunteers aged 16 through 21. All staff undergo a training program each year to learn about caring for camp-aged children, motivational tactics, effective communication strategies, and more. As part of their training, staff also volunteer in their communities at elementary schools, sports teams, daycare centres and other facilities to develop their practical skills while working with children.

      Since Camp Phoenix is a project of British Columbia Youth Parliament, its operation is directed by the Camp Phoenix Act, which is an Act of the Youth Parliament setting out the requirements for the organization of camp. Camp Phoenix, through the Youth Parliament, is sponsored by the Youth Parliament of British Columbia Alumni Society.

      Under the Camp Phoenix Act, staff members are first chosen from amongst the current membership of British Columbia Youth Parliament. Staff may also be drawn from outside of Parliament when adequate staffing is unavailable from within the Membership.
